A MAN PRETENDING to be a water company repairman stole $43,000 in bonds from an elderly couple's South Brook Street home Friday morning.  The man, police said, knocked on the door about 10:30 a.m. and identified himself to the couple, ages 78 and 83, as a water company repairman and told them there was a problem with the water meter.  He instructed them to go down in the basement and unlock the meter.  He then instructed them to turn on the hot water in the basement and to wait 10 minutes and the meter would be repaired.  After he left, the couple discovered he had removed 43 bonds worth $1,000 each from an unlocked strong box in a bedroom.  The thief was described as a white man, 5 feet 8 inches wearing a black baseball cap with a white insignia.  --Lonnie Mack
